He has worked alongside organizations such as Baker Hughes, Saudi Aramco, Shell, BP, Motiva, GSK, Novartis, Toyota, Michelin, Best Buy, Harley-Davidson, Caterpillar, and IBM — helping them reimagine how they operate, compete, and create shareholder value.

But it was the frustration with the conventional consulting model that sparked something different. After years of watching organizations invest heavily in external consultants only to see the benefits fade once the engagement ended, Quoc began asking a different question: What if transformation didn’t have to be temporary?

That curiosity became PERLUXI — a name rooted in the idea of seeing things in a different light, and the belief that where there is light, there is insight. Quoc founded PERLUXI to challenge the status quo of how businesses pursue change, shifting the focus from outside-in consulting to inside-out empowerment through contextualized training, leadership development, and executive coaching.

He is not a trained L&D specialist by trade. He is a business transformation leader who taught himself the discipline of learning and development because he believed so deeply in the vision that he refused to let a nontraditional path stop him from building it.
